There is now a symbolic construction through which the media discourse seeks to legitimize a state of constant fear, a naturalization of violence.
Sectors to impose a partial view, fragmented reality. For them, social belonging is crucial to gaining access to respect rights and guarantees which they consider themselves.
is the same ruling class that prepares justifications for exclusion. The poor are described as marginal offenders and violent, and therefore beyond legislation.
